With reference to your despatch No. 153 of the 10th December, I approve of your permitting Mr. Pauncefote to draw the available half salary of the Attorney General during the period that Chief Justice Irwin was absent on leave without salary.
It is only with regard to the exceptional circumstances of the case that I have felt myself able to sanction the adoption of this course, and it must not be treated as a precedent.
